Please take note of the recent Customs changes that were published on the 7th of November 2025
a. Clearance declaration policy – SC-CF-55
i) Implementation of CUSRES message 78, which allows for an OGA embargo release – more detail is available in both SC-CF-55 and SC-CF-55-A09;
ii) Inclusion of clearance requirements for Continuous Transmission Commodities (CTC)
b. Schedule to the Customs and Excise Act 91 of 1964 amendments:
i) Schedule 1 part 2A – technical amendment effective 1 January 2026 – Notice R.6796
ii) Schedule 2 part 3 – substitution of items under item 260.03 to list the rebate items excluded from the safeguard duty – Notice R.6797, Notice R.6798, Notice R.6799
c) Amendment made in Rule 77H pertaining to the appeals process as it relates to the Tariff, Value and Origin Appeal Committee – Notice R.6801
d) An important Rule amendment pertains to the Rule 26 requirements that a signed document on company letterhead was required to be completed by both the transferee and transferor in order to obtain prior permission from Customs to change ownership. The Rule amendment now allows ownership changes to be made solely using the appropriate CPC combination. The Rule, however, still requires that documents relating to the goods and an agreement in respect of the transfer of ownership must be available on request. Notice R.6800
