The International Trade Administration Commission of South Africa (ITAC) has initiated an investigation into the possible extension of safeguard measures on imports of threaded fasteners of iron or steel, specifically bolt ends and screw studs, screw studding, and other hexagon nuts (excluding stainless steel and aircraft-specific fasteners), classifiable under tariff subheadings 7318.15.41, 7318.15.42, and 7318.16.30.
The investigation will assess whether the expiry of the current safeguard duties, due to lapse on 23 July 2026, is likely to result in the recurrence of serious injury to the SACU domestic industry. Interested parties, including importers and exporters of these products, are invited to submit comments and supporting information within the prescribed timelines, as the outcome may result in the extension of safeguard duties and continued additional import cost exposure for affected goods.
Submissions must be made to the Senior Manager: Trade Remedies II no later than 20 days from the 26th of February 2026

The International Trade Administration Commission (ITAC) has made a preliminary determination in its safeguard investigation into increased imports of corrosion-resistant flat-rolled steel products (tariff subheadings 7210.61, 7210.49 and 7225.92 series), finding that import volumes have surged sharply and are causing serious injury to the SACU industry, particularly local producer ArcelorMittal South Africa. While no provisional safeguard tariff has been imposed at this stage, the investigation remains active, and interested parties must submit public-interest comments by 13 March 2026, with a public hearing scheduled for 19 March 2026. Depending on the final determination, safeguard duties or quantitative restrictions may still be imposed, which would directly increase import tariffs or restrict volumes on affected coated steel products, impacting import costs, pricing, and supply chain planning. Importers, manufacturers, and downstream users should closely monitor developments, as any definitive safeguard measures could materially alter tariff exposure and landed cost structures for corrosion-resistant steel imports into SACU.
Information and submissions are due according to the following key deadlines:
6 March 2026 at 15h00 – Deadline to notify ITAC of your intention to attend and make oral representations at the public hearing.
13 March 2026 at 15h00 – Final deadline to submit written public interest comments, including both confidential and non-confidential versions of the information to be presented. This is the most important submission deadline for affected importers, exporters, and downstream users.
19 March 2026 – Public hearing to be held virtually (via MS Teams), where registered parties may present oral submissions
