ITAC has announced the introduction of administrative fees for processing permits and certificates under various trade-related programs, including APDP, to recover operational costs. These fees, introduced under the International Trade Administration Act and subject to public comment until 30 May 2025, will be rolled out in phases, with exemptions available for certain non-commercial and public-interest cases.

  1. Fee Introduction
    • ITAC will begin charging administrative fees for services like processing:
      • Import and export permits
      • Rebate and drawback permits/certificates
      • Certificates under the Automotive Production and Development Programme (APDP)
    • These fees are intended to recover operational costs.
  2. Legal Framework
    • Fees are introduced under Section 60 of the International Trade Administration Act, 2002.
    • Based on draft Administrative Fees Regulations published for public comment in June 2024.

      • Why ITAC is introducing fees now.
      • How fee amounts were determined.
  4. Fee Structure (as per Annexure A)
    • Examples include:
      • Import/export permit: R 339 (per tariff line)
      • Waste/scrap metal permit: R 3,797
      • PRC (Production Rebate Certificate): R 5,608
      • CSP (Company Specific Percentage certificate): R 5,327
      • Rebate or drawback permit: R 4,454
  5. Exemptions
    • May be granted based on public interest or good cause:
      • Non-profit organisations
      • Academic and humanitarian efforts
      • Private, non-commercial imports (e.g., personal effects)
  6. Payment Requirements
    • Fees must be paid and cleared in ITAC’s bank account before application processing.
    • Payments may be made via EFT or cash deposit.
    • All fees are non-refundable once a complete application is accepted.
  7. Staggered Rollout
    • Implementation will begin with APDP-related certificates.
    • Other fee categories will follow gradually.
  8. Public Comment Deadline
    • Comments are due within 14 days of the notice (i.e., by 30 May 2025).
